Catbalogan is the capital of the province of Samar.

Catbalogan has a population of 92,454 according to the Census of August 1, 2007, with a registered voters of 54,459, according to the COMELEC record of 2009. It is classified as a first class city according to income.
Its main industries are fishing, tourism, retail and wholesale merchandizing, farming, pedicab, motorcab, cellphones, electronic stores, electric appliances, rock oysters or sisi, tahong or mussel, copra, rootcrops, swine raising, poultry, gamecock culture, sari-sari stores, bath resorts, tourist spots, trading, manufacturing, food processing, dried fish, internet business, barber shop, beauty shop, etc.
Catbalogan City is Samar's main commercial, trading, educational, political and financial center. It is also an important and major seaport serving inter-island vessels. Its central geographical location in Eastern Visayas makes it ideal as the gateway to the region's three Samar provinces.
History. It was founded sometime in October 1596, by the priests of the Jesuit Order (Society of Jesus). Friar Francisco de Otazo, S.J., who arrived in the Philippines in 1596, founded the Catbalogan mission and was thus the first missionary to bring the Catholic faith to the people of Catbalogan.
Legend. The name Catbalogan was derived from a shrub “Balaug” that thrives along Catbalogan seashores and on the sandy banks of Antiao River. As time passes on Balaug evolved to Katbalaugan which became a village where seafarers, fishermen seek shelter and refuge from the monsoon months of July, August and September.
The city of Catbalogan proudly showcase MANARAGAT FESTIVAL, a colorful and vivid rituals about its fishing livelihood. This is the 8th year presentation of this lively traditional culture this fiesta. The festival serves as a colorful and lively opening salvo for the Catbalogan City Fiesta, which falls on the following day. Performed in a mardi gras style, the festival is largely inspired by the Maqueda Bay, which bore a significant impact on Catbaloganon’s way of life. It’s a month-long August activity which celebrates the August 24 Catbalogan feast day of Senor San Bartolome, the Patron Saint of Fishermen
Manaragat Festival has been largely inspired by the life at sea. It has always been a perfect opportunity to highlight Maqueda Bay and its role in shaping Catbalogan’s history, culture and economy.

Basis for conversion of 16 towns into cities. How Catbalogan and 15 other towns were converted to cities. The Supreme Court ruled that the laws which converted the 16 towns into cities were constitutional. In the case of the City of Catbalogan in Samar, the law that converted Catbalogan into a city was RA 9391.
